Twitter provides its Terms of Services to lay down its terms to govern, use and control its services. It lists down its terms of services to inform on who can use their services, its privacy policies, rules on posting or removing contents on Twitter, copyright infringement and protection, your rights on the content, using the Twitter services and legality of their services, your account and policies.
Twitter has a separate Terms of Service for residents of US and almost similar Terms of Service of Non-US residents. The terms of service for the US has additional clause specifying the application of local laws of the US and its state for any legal issues that arise in using Twitter and its services.

You can use the Twitter services only if you agree to their terms of services and bind a contract and you should not be from a region which is barred from Twitter services. You must be at least 13 years old to use its services.

When you post content on Twitter, you own the complete rights of the content. Twitter has rules which how its partners interact with your content and make changes to it.
You may close your account with Twitter at any time by deactivating your Twitter account. For any violations of rules, laws, user agreement Twitter may suspend or terminate your account.
